<p>El Servicio de Salud Valparaíso - San Antonio -SSVSA- cuenta con 23 asociaciones de funcionarios, las que ha enero 2015 suman un total de 2.721 socios, que corresponden al 63,5 por ciento de la dotación total de la institución. Dichas asociaciones, lideradas por sus representantes, han ido exigiendo continuamente espacios de participación y transparencia en la toma de decisiones y actos administrativos, ya sea reivindicando espacios ya ganados o exigiendo espacios nuevos, teniendo como fundamento normativas legales, orientaciones técnicas nacionales e internacionales, practicas existentes en otras instituciones, orientaciones político/partidistas, o intereses particulares de sus asociados.</p><p>En dicho contexto, y luego de repasar las normativas y orientaciones legales vigentes respecto a la participación de las asociaciones de funcionarios y sus representantes en la gestión de recursos humanos, los espacios de participación realmente otorgados por la institución, y las aspiraciones de las citadas organizaciones, se ofrece una propuesta metodológica de trabajo, altamente influenciada por la orientaciones de gestión de personas de la Dirección Nacional de Servicio Civil y el Instructivo Presidencial de Buenas Prácticas Laborales en Desarrollo de Personas en el Estado, que permitan incorporar la participación gremial en la toma de decisiones de la gestión de recursos humanos del SSVSA, estableciendo lineamientos y acciones concretas, fortaleciendo la relación y el diálogo entre los gremios y las autoridades del servicio</p>
The Health Public Service Valparaíso- San Antonio -SSVSA- has 23 workers associations, 2.721 workers until January 2015, that represents 63,5 por ciento of the workers of this institution. These workers associations, that are led by their respective representatives, have been continuously demanding new spaces for participating, clarity in the decisions taken and in the administrative acts done, either claiming already won spaces or demanding new ones, having as an argument the legal regulations, national and international technical orientations, existing practices in other institutions, party/political orientations or individual interests of their associated workers.</p><p>Considering this context, and after studying the legal regulation and existing orientations in relation to the participation of workers associations and their representatives in the Human Resources Management, the spaces for participating given by the institution and the aspiration of the already mentioned associations, it is given a methodological work proposal, highly influenced by the People Management Orientations created by the National Civil Service Department and the Presidential Instructive of Good Work Practices for Developing Human Resources in the State, that allows to incorporate the trade unions in the process of taking decisions in relation to Human Resources in SSVSA, establishing concrete actions and guidelines, strengthening the relation and the dialogue between the trade unions and the authorities of this public service</p>
